Pilot Program
The Associated Students of University of Oregon (ASUO) is launching a pilot of its Party Registration Program in collaboration with the university administration, UOPD, EPD, and the City of Eugene. The program’s goal is to decrease disturbance in nearby neighborhoods, reduce the need for police intervention for noise, and educate and empower students about safely and considerately hosting gatherings. The pilot rolls out with the start of spring term on April 3.
What is the party registration pilot program?
- After attending a 90-minute training covering harm reduction, local ordinances and fines, how to be a good neighbor, and the program’s parameters, current students will be eligible to register a party at their residence. This list is shared weekly with Eugene Police Dispatch.
- Registered parties must be in the South or West University neighborhoods on a Thursday, Friday, or Saturday night.
- If a community member makes a noise complaint, the designated resident of the party will receive a call and instructions to reduce noise within 20 minutes. If a second complaint is made about the same address, a UO police officer will be dispatched to the address (a unique feature of the program aimed at reducing strain on EPD’s capacity).
What do permanent residents need to know?
- In this pilot phase, ASUO is working to sign up households that are known to host frequent parties or live music, but it’s an opt-in program.
- If the disturbance hasn’t quieted down in a 20-30 minute period after your call, calling EPD nonemergency again triggers a UOPD visit if the address is a registered party.
- While the program is based on similar programs at other higher ed institutions and was developed with campus stakeholder input, this is a new process for ASUO, EPD Dispatch and UOPD, so patience is appreciated!
